Veterans Outreach Program Specialist

Duties include, but are not limited to:
Establishes outreach service provision with military installations, Reserve and National Guard facilities within a designated geographical area. Provides transitional assistance program briefings to Military, reserve, and National Guard personnel transitioning from combat service/active duty to civilian life. Develops and distributes outreach materials to include brochures, fact sheets, web content, and other targeted information highlights Vet Center service and locations. Works with local and regional media including television, radio, and print media to alert newly returning service members and their families to Vet Center services and activities. Provides training and information to VA staff, other federal agencies and community agencies regarding both Vet Center service and the combat experience. Develops and maintains working relationships with a network of service provision agencies and individuals in all areas relevant to transitioning combat service members and their families. Maintains a liaison with veteran's service organizations, community groups, and others whose interest is in helping and protecting veterans, their families, and their representatives. Explains entitlements to transitioning GWOT, OEF, OIF, and OND veteran clients and their families. Identifies existing and potential problem areas, suggest solutions or alternatives to existing procedures which contribute to these problems. Acts to resolve problems, expedite services, or implement necessary corrective measures within established policies and where appropriate. Provides input into the conduct of, and may be responsible for the maintenance of the files and records pertaining to client surveys. Interacts with a broad range of individuals from various socio-economic classes; racial and ethnic backgrounds; and special populations (such as women and disabled veterans) many of whom will experience some degree of psychosocial readjustment problems or environmental alienation toward counseling/treatment settings. Establishes helping relationships with GWOT, OEF, OIF, and OND and their significant other, family, and friends. Serves as case manager for veterans of GWOT, OEF, OIF, and OND and their significant other, and families who are among the active case load of the Vet Center. Engages in a variety of community outreach activities that will promote the use of the services of the Vet Center. Prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-7 Specialized Experience For the GS-07 level, you must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Assisting with planning community events, monitoring a budget, organizing data, drafting marketing material, promoting an agency at outreach events. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for the GS-7 level, you must have one (1) full year of progressively higher level graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, as the education must be directly related to the position of Program Specialist; or a four year course of study leading to a Bachelor's degree with Superior Academic Achievement (S.A.A.) as defined below; or one year of graduate level education leading to a Master's Degree (Transcript Required). This education must have been obtained in an accredited college or university OR Superior Academic Achievement (S.A.A.):
Superior academic achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) - Applicants must have a grade-point average of a 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or GPA 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Experience:
Applicants may also combine education and experience to qualify at the GS-7 level. You must have an equivalent combination of specialized experience and education as described above to meet the qualification requirements (e.g., 6 months of specialized experience and 9 hours of graduate education as described above). The total percentages must equal at least 100 percent to qualify an applicant for that grade level. GS-9 Specialized Experience For the GS-09 level, you must have one (1) year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Providing training and information to Staff, other federal agencies and the community; Serves as an advocate for resolving overall client problems; Handles emergencies and provides follow-ups services to clients; Prepares and maintains client/administrative records and reports; and Represents the agency at outreach events; OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR A combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
